Charles is an expert in rail vehicles and systems integration. He is a structured, strategic, systems thinker. Advising public and private clients (including the DfT and big manufacturers), he brings over 20 years technical experience leading or supporting rolling stock operations, projects, procurements and bids primarily in the UK, but also in France, Australia, Italy and Japan and UK.
He has experience of leading large and small teams including as Head of Rolling Stock and Depots for HS2, and as an expert or Workstream lead for the DfT, Network Rail, TOCs, Roscos and train manufacturers.
Charles began his career as an engineering graduate at London Underground in the late 1990s, later working for Angel Trains as a Fleet Engineer, and then in Sydney on a diesel locomotives fleet modification programme. Returning to LUL this time as an expert consultant, Charles developed the rolling stock engineering strategy for London Underground, resulting in the New Tube for London rolling stock requirements. He has worked for Interfleet Technology where he led the Rolling Stock and then Systems Engineering teams.
He also project managed the Thameslink rolling stock procurement. Following a year as Head of Fleet Strategy at Go-Ahead, as an independent expert, he led the development of the HS2 fleet strategy, managed DfT’s franchise rolling stock procurement evaluations for the DfT.
More recently Charles has advised rolling stock manufacturers on rolling stock bid strategies, as well as product and service solutions to address the current and emerging challenges of integrated railway systems, and the passenger services they enable.
